[ARCHIVED] Cannabis Retail Business Registration

Grant County will open cannabis retail business registration at 8:00 a.m. on Monday, September 22, 2025, for cities and townships that delegated cannabis local registration authority to the County.

The number of allowable cannabis retail businesses is outlined in the County ordinance, and registrations will be issued on a first-come, first-served basis, determined by the timestamp of completed applications received. If multiple applications are received at the same time (e.g., in the same mail delivery), a lottery system will be used to determine priority.

Individuals and businesses interested in operating a cannabis retail business within Grant County must complete the required registration process. This process ensures compliance with Minnesota state law and local regulations.

To be considered, applicants must:

  • Complete the County application form
  • Pay the applicable registration fee (non-refundable)
  • Provide a copy of approved state cannabis business license

Note, cannabis preapproval licenses will not be considered. Any submissions before 8:00am on September 22nd will not be considered. Incomplete applications will not be processed.

Additional details and application materials will be available on Horizon Public Health’s website in the coming days.
